‘December Budget will disturb Parliament’
Questioning the feasibility of implementing such a step, a senior Cabinet minister who attended the presentation said this would disturb Parliament’s sessions. He remarked that if the Union Budget is brought forward to December, the entire schedule of Parliament sessions will go haywire. The Winter Session of Parliament is held in December while the Budget Session takes place between February and May, with a month-long break in between. The Monsoon Session is held between July and August.
By advancing the Budget presentation to December, the Winter Session would be affected and this would have a cyclical impact on the entire schedule of Parliament, the minister is learnt to have pointed out.
Eight secretaries’ panels were formed by the PM on December 31, 2015 with the aim of inculcating practically feasible and innovative suggestions given by them on good governance, into the functioning of the government. Till now four panels have made presentations to the PM.
