The Niti Aayog is grappling with the issue of trying to weave in the LTIPP into the vision document.

New Delhi: After a gap of almost two years, Prime Minister Narendra Modi will chair the meeting of the governing council of Niti Aayog on April 23, with the focus entirely on finalising the 15-year vision document, which will replace the Nehruvian legacy of the five-year Plan period.

The governing council meeting, which will be attended by all the chief ministers, was last held in July 18, 2015.

The Niti Aayog, which replaced the Planning Commission and came into existence on January 1, 2015, is also likely to present its two years’ report card during the meeting, official sources told this newspaper.

Meanwhile, the 15-year vision document, which the Niti Aayog mandarins have been racing to finalise since the past several months, is likely to receive the governing council’s approval, during the meeting.

Last year, the Government had announced that the vision document will replace the Five Year plan period system, which had been in existence since the past 70 years. The 12th Plan period ended on March 31, 2017.

The vision document consists of a three-year action plan and seven-year strategy to lay down short and medium term policy targets to accelerate economic development and address issues hampering infrastructure growth relating to road, railways and power.

The governing council will also take up the final assessment of the 12th Plan period, and discuss the pros and cons of the targets related to various sectors which were set up at the time of the beginning of the Plan period in 2012, sources said.
