New Delhi: In a freak accident, a 21-year-old youth was killed on Wednesday night after his neck got stuck in an iron wire tied between two police barricades placed on the road near in west Delhi Netaji Subhash Place.

Abhishek Kumar, who worked for a private taxi service, was on his way back from a wedding on his motorcycle at about 1 am on Wednesday night when the accident happened.

Four police constables have been placed under suspension while the SHO has been sent to district lines.

A case has been registered with the Delhi police under Section 304A of the IPC (causing death by negligence),  said DCP (Northwest) Aslam Khan. Further investigation is going on.

“There is a cut mark around his neck. His autopsy is underway. The autopsy report will confirm whether he died due to strangulation or if his throat was slit because of the wire,” said Mr Khan.

Abhishek’s family said, “There were two barricades on either side of the road. They were connected to each other by a thick wire. As there was no light on the road, he couldn’t see the wire.”

“He succumbed to his injuries a little while after being hit. There was no police officer here and it was the locals who tried to help him. There should have been a PCR van over here. Minutes before this incident, another man had bruised his neck due to the wire,” he added.

“During the investigation, we found negligence on the part of the area station house officer (SHO), four beat constables, and the division staff,” said DCP Khan.

“All those behind the fatal negligence must be punished. My boy wanted to join the police force and the police took his life,” said the mother of the deceased.

The family alleged that there were no policemen around the time of the accident. It was the local people who tried to help Abhishek. Fifteen minutes before the incident took place, another man had hit the wire at the same place. Luckily, he was saved.

Meanwhile, the family and the relatives of the deceased took to the streets and held a protest at Britannia Chowk.
