City police to create database of snatchers
In order to curb the increasing number of crimes by organised gangs, this law was extended to the national capital territory (NCT) of Delhi in 2002.
New Delhi: The Delhi police has created a new database of people involved in snatching incidents. The police will now book the snatchers under the Maharashtra Control of Organised Crime Act (MCOCA), 1999. It is a law enacted by the Maharashtra state to combat organised crime and terrorism.
Unlike normal law, the confessions before senior police officers are admissible not only against the accused giving the confession, but also against the other accused in the same case. There is no provision for granting anticipatory bail for 6 months to the accused.

In 2017, Delhi police commissioner Amulya Patnaik directed the creation of the database of members of organised snatching gangs, who were nabbed by the police but were later out on bail.
“The list is expanding and recently two persons have been booked under MCOCA,” said DCP (Northeast) Atul Kumar Thakur.
The two, Rashid Khan (33) and Rinku (35), were booked by Northeast Delhi police.
