Circular issued for parking penalty rule

Mumbai: The additional municipal commissioner, Vijay Singhal, Friday issued a circular about a new rule penalising car owners for unauthorised parking. According to the new rule announced Wednes-day by BMC chief Praveen Pardeshi, the penalty for unauthorised parking on roads will be between Rs 1,000 and Rs 10,000.

The rule seeks to encourage car owners to use public transport or park their private cars in municipal public parking lots (BMC). The objective of the rule is to solve the problem of traffic congestion.

Mr Singhal said, “The fine up to Rs 10,000 is not fully the penalty charges but includes towing charges. The BMC has made available 30 public parking lots (PPLs) in Mumbai and some PPLs have a capacity of 3,000 to 4,000. The revised penalty is under the Municipal Corporation Act (MMC)”. The revised penalty will be under section 314 of the MMC Act pertaining to encroachments and section 381 pertaining to nuisance.

Mr Singhal added, “The public should use PPLs as they have been developed after the BMC allowed them additional FSI. The BMC has taken possession of the plots for public use. People still prefer to park their vehicles on roads due to which we have come up with this new rule.”

Deputy commissioner of police (traffic) Shahji Umap said, “Although right now the fine is collected by the traffic police, the BMC is yet to be decide regarding collection of fines and as of now, I cannot comment on it.”
