In an attempt to bring transparency and weed out corruption, land records of all villages across national capital have been digitised. The move will ensure that citizens will no longer be required to visit the revenue offices in order to get land records.

A senior officer said that land records of all rural villages of Delhi except for villages of District North and the villages which are under consolidation, inquiry or mutilated records, have been digitised and digitally signed. “Only digitally signed ROR (record of rights) shall be issued at the district offices of GNCT of Delhi from November 1 for the khatas which are digitally signed.” Now the RORs can be obtained from the Citizen Service Centres at the respective district offices or can also be downloaded from the government website.

The officer said that the district offices have been directed to prominently display the list of villages and khattas which are yet to be digitally signed at the notice boards and the respective district websites. He said that the digital signing of the records of the North district will be completed shortly.

A source said that the Web-based online mutation module is also being launched shortly which will be interlinked with the ROR. “Hence any mutation will be reflected in the ROR on an immediate basis. The total number of 33,458 khatas have been digitised so far.”

The digitisation of land records will now ensure that there is no tampering in records is made by revenue field functionaries. “Now the digitally signed records of rights would be available 24x7 in public domain and can be downloaded by the citizens anywhere and at anytime.”

Another officer said that since the records are being digitally signed by the tehsildars, they will be legally valid documents. “No longer would a citizen be required to visit the revenue office in person or made to stand in queues to get his or her revenue records.”
