To ensure timely payment of wages or salary of contractual employees, the Delhi government has directed all the heads of departments and secretaries to release salary of previous month of these employees by seventh and tenth day of next month. The city government had issued a direction for timely release of salary of contractual employees earlier this month.

According to sources, the Delhi government has directed all the secretaries and heads of departments to ensure all contract employees, whether employed directly by the Delhi government or working with a contractor whose services have been hired by the government are paid their wages for previous months latest by seventh day of next month if the establishment has engaged less than 1,000 persons or workers. Similarly, wages of previous month has to be paid latest by tenth day of next month if the establishment has engaged more than 1,000 workers.

Sources said that all the HoDs and secretaries have been also directed to send compliance reports to Delhi chief secretary every month. “All the HoDs or secretaries are asked to obtain details of payments of wages from all branches, divisions and subordinate offices under them and satisfy themselves that due wages have been paid to each and every worker and this exercise will be completed by 15th day of every month. It has been also directed that HoDs or secretaries have to ensure that compliance certificates should reach the chief secretary by 20th of each month,” he added.

Earlier the AAP government had decided to deduct salaries of the HoDs if they fail to release salaries of contractual workers on time. Following the direction, the Delhi’s labour department had issued a circular detailing the schedule of payment of wages of contractual workers.

The government found that several departments have failed to comply with its direction. “The government has taken non-compliance seriously and asked all the HoDs to submit compliance certificate at the earliest and called a meeting in this regard on June 6. All the secretaries and HoDs of defaulting departments have been directed to personally remain present in meeting,” he said.
