No amnesty for Naxals, J&K militants: Government

Rijiju ruled out that there was any plan of providing a general amnesty.

New Delhi: The Centre has ruled out any possibility of providing general amnesty to either militants operating in Jammu and Kashmir and Naxals even if they give up violence and armed operations against the security forces. While ruling out any possibility of a general amnesty scheme for militants, minister of state for home Kiren Rijiju informed the Lok Sabha on Tuesday in a written reply that “There was no proposal for a general amnesty to the militants.’’

The minister was responding to a question if there was any proposal with the government on extending the general amnesty scheme, which includes a rehabilitation package, to militants and Maoists who give up the violence in a bid to come back into the mainstream.

But Mr Rijiju ruled out that there was any plan of providing a general amnesty. Mr Rijiju also informed Lok Sabha that Government had a multi dimensional approach in dealing with terrorism across the county and even Naxal violence by including various security and development related activities.

“For instance in Jammu and Kashmir and other states in the Northeast, the Centre has a policy of talks with different groups who give up violence and look for a peaceful solution to their problems within the constitutional framework.

“The government has already appointed interlocutors to talk to different groups,’’ the minister added.

On its part, the Centre is assisting the state governments in dealing with violence by deploying central para-military forces, giving financial support for improving the state police force and its intelligence outfits as well as raising new India Reserve Battalions.
