BS Bhullar appointed new DGCA chief

The post of DG Civil Aviation had been lying vacant for past over four months.

New Delhi: BS Bhullar, a Uttar Pradesh cadre IAS officer of 1986 batch, who is currently Additional Secretary in the Civil Aviation Ministry, has been appointed as the new Director General of Civil Aviation. The Appointments Committee of Cabinet approved his appointment along with that of nine other officers, who have been appointed at various posts in the central departments on Monday.

The post of DG Civil Aviation had been lying vacant for past over four months after M. Sathiyavathy, first woman chief of the aviation regulator, was named as new Union Labour Secretary in July this year, according to reports. Sathiyavathi, a 1982-batch IAS officer of the union territories cadre, was in September last year appointed as the Director General of Civil Aviation.

The Appointments Committee of Cabinet has approved Mr Bhullar’s appointment to the post “by keeping the regular recruitments for the post in abeyance”, an order issued by the DoPT said.

Chairman and Managing Director of Export-Import Bank of India (Exim), Yaduvendra Mathur has been appointed as Additional Secretary in Niti Aayog.

Mr Mathur is a 1986 batch IAS officer of Rajasthan cadre and he will assume charge of the new post on completion of his tenure as CMD, Exim Bank, an order issued by Department of Personnel and Training said.

Mr Mathur will replace Alok Kumar, a 1984 batch IAS officer of Assam-Meghalaya cadre, who is currently Additional Secretary in Niti Aayog.

Of the newly appointed officers, seven are from Indian Administrative Service (IAS) and rest from other services.

Another senior IAS officer Malini Shankar has been appointed as Director General of Shipping, trusted with implementation of shipping policy and legislation so as to ensure the safety of life and ships at sea. She is at present working in her cadre state - Maharashtra.

P V Ramesh Babu will be chief of Rural Electrification Corporation Limited (REC), a listed Navratna public sector enterprise mandated to finance and promote power sector projects all over the country. Mr Babu, a 1985 batch IAS officer, is working in his cadre state - Andhra Pradesh.

Sanjiv Mittal, an officer of Indian Defence Accounts Service, has been appointed as Additional Secretary in Ministry of Statistics and Programme Implementation. Mittal is Secretary, Oil Industries Development Board. Rabindra Panwar and Anshu Prakash have been appointed as Additional Secretary and Financial Adviser in Home and Rural Development ministries respectively.

Nagesh Singh, an officer of Indian Economic Service, has been also appointed as Additional Secretary in Department of Rural Development.

Indian Revenue Service (IRS) officer Madhu Mahajan has been appointed as Member Secretary, National Commission for Women.

The post of Financial Adviser BSF in the Ministry of Home Affairs held by V Venugopal has been upgraded as Additional Secretary level post. Senior IAS officer R K Vats will be Additional Secretary in Health Ministry.
