Pointing out that hundreds of Budget proposals remained unimplemented in the past, sources in the state finance department told this newspaper that the finance minister has come up with an action plan to translate the Budget proposals into reality.

The action plan proposes September 30 as the deadline for the merger of the planning and development department in the finance department, sources said. The state has also proposed to abolish the distinction between plan and non-plan expenditure from the next financial year. The accounting of expenditure will be classified broadly under revenue and capital.

Asserting that government will issue notification by September 15 for the setting up of 25 new sub-treasuries in various blocks across the state, sources said the finance department also decided to put all the treasuries and sub-treasuries under CCTV surveillance by January 30.

Pointing out that department has made all preparation to notify a cash award of Rs. 25,000 for any individual who provides information about any government official indulging in taking bribe, sources said that nearly 4000 recruitment in the police department will be completed by December 31.

The action plan also proposes to notify the rehabilitation of victims of Assam agitation by November 30, sources said adding that action plan for skill development of surrendered militants would be implemented by November 15.

The finance department is all set to introduce electronic file tracking system by September this year, sources said adding that department has charted out a deadline for all the announcements in the budget for the current financial year.
