Responding to the pleas on the imposition of President’ Rule, the Centre said the CM was encouraging indiscipline, lawlessness and politicking by government officials by inciting and holding protests before Raj Bhavan The Centre on Friday defended in the Supreme Court imposition of President’s Rule in Arunachal Pradesh, saying the chief minister was encouraging indiscipline, lawlessness and politicking by government officials by inciting and holding demonstrations before Raj Bhavan.

In its response to the court notice on a batch of petitions questioning the imposition of President Rule, the Centre said the former CM was even provoking and funding an apex communal organisation of one community, mainly comprising government officials, to remove the governor. The Centre also alleged that the ruling Congress party had links with the underground outlawed outfit NSCN (K) and was using its assistance to pressure the 34 MLAs to withdraw support to rebel party leader Kalikho Pul, who was earlier elected as the new CM in place of Mr Nabam Tuki.

Stating that Mr Tuki was heading a minority government, the Centre said the CM has not kept the governor informed of the state’s development agenda, programmes, projects, schemes, etc., and instead was encouraging lawlessness and indiscipline.

“The chief minister and Speaker, both belonging to the same community, are playing communal politics by inciting, provoking and funding students of a particular community and other communal organisations against other tribes and the governor, referring to his Assamese roots,” the Centre said.

Further, the Centre said governor J.P. Rajkhowa and his family have been receiving constant threats to their lives and MLAs were barred from entering the state Assembly by ousted Nabam Rebia. “Arunachal Pradesh is a strategically-located state in the Northeast from the security perspective, apart from being a mineral-rich state. The state has been witness to recurrent insurgency as well as attempts by China to claim large parts of its territory, which has been resisted by India very sternly. The entire state is a very sensitive region. It is therefore imperative and in the interest of the country that the state be socially, economically and politically stable,” the Centre said.
