Expressing shock over the prevailing situation in Telangana state where 398 schools have reported zero enrolment of children, the Supreme Court has appointed a committee to visit the schools and submit a report on the reasons for the same.

A bench of Justices Dipak Misra and Shiva Kirti Singh passed this order while allowing an impleading application from the Telangana Parents’ Federation, in the PIL filed by J.K. Raju, after it was brought to the notice of the court an affidavit filed by the state that 398 schools have zero enrolment. The bench said: “The issue does not really pertain to continuance or closure of the schools. An educational institution without having the pupil is like existence of an individual without health, or to put in a different manner life without essence or purpose of living. Right to education has been made a fundamental right. It is the obligation of the state to see that the children between one to 14 years of age are imparted education.”
