New Delhi: The Delhi government on Wednesday introduced a new system for transfer and postings of bureaucrats, making chief minister Arvind Kejriwal as the approving authority, hours after the Supreme Court verdict on its fight with lieutenant-governor (L-G) Anil Baijal on administrative and other powers.

According to the new notification, all IAS, Danics, officers will be appointed by the Delhi chief minister, Grade 1 and 2 DASS officers by the deputy chief minister and the remaining employees by the respective departments and ministries.

Buoyed by the Supreme Court order, deputy chief minister Manish Sisodia over-ruled the 2016 order on transfers and appointments of the Delhi bureaucrats and issued the fresh notification.

In 2016, the Delhi high court in a order, had given these powers to the lieutenant-governor (L-G) and the chief secretary.

“All decisions will be taken in accordance with the SC order. Following the apex court order, there is no need to send files to the L-G,” he said.

“Files were not being shown to the ministers earlier. The Centre and the L-G had left Delhi government with no power. They had interpreted that all power lay with L-G. If former CM Sheila Dikshit had half the Delhi government, under the Modi government, around 10 per cent of governance was with us,” Mr Sisodia said.

He added doorstep delivery of ration and work for installing CCTVs, blocked by L-G’s inteference, will be started now.

“Apart from matters related to police, law and order, and land, the Delhi government now has powers to formulate laws,” he added.
