CM Arvind Kejriwal launches reform in promotion process

The proposal will then be scrutinised at the single window, and if the proposal is complete, it will be accepted for scrutiny, as per the circular.

New Delhi: With an aim to reducing the delay in processing files regarding promotion, deputation, recruitment, among others, the Aam Aadmi Party (AAP) government has now decided to set up a single window system in the services department for framing and amending recruitment rules.

“Under the proposed ‘single window system’, an officer of the concerned department, not below the rank of deputy secretary, shall come with his/her proposals with prior appointment to the deputy chief secretary of the services department,” a circular issued by the services department stated.

The proposal will then be scrutinised at the single window, and if the proposal is complete, it will be accepted for scrutiny, as per the circular.

The move is aimed at streamlining framing or amending of services and recruitment rules proposals from department concerned.

“However, those proposals, which are found incomplete at the time of initial scrutiny under the single window system, shall be returned on the spot and the deficiencies would also be pointed out,” the circular stated.
