New Delhi: The Delhi Commission for Women (DCW) will award a compensation of Rs 25 lakh to a minor girl who was raped six years ago.

The state women’s panel was asked by the Juvenile Justice Board (JJB), a few months ago, to take measures for the victim’s rehabilitation who underwent the trauma of rape as a five-year-old, a DCW statement stated.

In March 2011, the police found her bleeding at a park in North West Delhi. She alleged that a man took her there, while she was playing outside her home. She also said that the man hit her on the head and face with bricks before raping her.

The police rushed the victim, who sustained severe injuries, to a hospital. She underwent multiple surgeries, including perineal reconstruction, and a colostomy necessitating the use of a colostomy bag.

Her distress was compounded by unnecessary delays to the required surgeries, the statement said. “The DCW conducted a detailed exercise to assess the financial, medical and other needs of the survivor and her family to ascertain the suitable amount of compensation,” the statement stated.

The DCW will award the compensation the form on fixed deposit of `3.5 lakh (encashable when the minor girl turns 22 years) in the name of the survivor for pursuing a professional career or further studies, FD of `5 lakh (encashable when she turns 18) towards her higher education and skill development, FD of Rs 5 lakh (encashable when she turns 22) for pursuing a professional career or further studies.

The compensation will also include deposit of Rs 2 lakh (with a quarterly limit on withdrawal of Rs 7,150) or Rs 8,300 per quarter in her account towards quarterly counseling sessions, deposit of Rs 4 lakh (with a monthly limit on withdrawal) or Rs 5,48,500 per month in her account towards her nutrition.

The DCW also organised an interaction betw-een senior advocate and child rights activists Vrinda Grover and Bharti Ali and the minor girl and her family. On May 12, the DCW requested St Stephen’s Hospital to conduct her holistic medical assessment and to provide a plan taking into account her medical and psychological needs for a complete recovery.
