Increased FSI for SRA projects in revised draft DP

In a boost to slum redevelopment projects in the city, the Brihanmumbai Municipal Corporation (BMC) has decided to increase the floor space index (FSI) for slum rehabilitation authority (SRA) projects from 3 to 4 in its revised draft Development Plan (DP) 2034.

The civic body on Tuesday published rule 33(10) of revised draft DP, which deals with the provisions of SRA projects, on the municipal website. The FSI is the ratio of a building’s total floor area to the size of the piece of land upon which it is built.

Apart from increasing the FSI to 4, the BMC has also offered additional built up area (BUA) to encourage the SRA projects. Additional BUA incentive will be admissible under free sale component of Slum Rehabilitation Schemes that attempt larger agglomerated development allowing enhanced planning and quality of life.

For the area of 5 to 10 acres, five per cent additional BUA incentive under free sale component will be provided. For the areas of 10-20 acres, 20-40 acres and more than 40 acres, additional BUA incentive of 10, 15 and 20 per cent has been given respectively.

For the effective use of open spaces, which have been reserved for public use but are encroached by slums, the BMC has proposed to use 33 per cent of their area for reservations like gardens, recreational grounds etc leaving the remaining 67 per cent for the SRA projects.

According to the draft DP, any plot/layout having area under non-buildable/open space reservations admeasuring up to 500 sq mt shall be cleared by shifting the slum-dwellers from that site. Where the area is 501 sq mt and above, such sites may be allowed to be developed for slum redevelopment provided the ground area of the land used shall not be more than 67 per cent of the reservation and leaving 33 per cent clear for the reservation.

The DP has said that the distribution of tenements for the project-affected persons (PAPs) will be done as per the government policy. Project-affected persons under Mumbai Urban Transport Project (MUTP) being resettled as per the provisions in Government Resolution and certified by the Project Director, MUTP, will also be eligible for redevelopment scheme.
