TCS proposes waste plant at Deonar
The Tata Consultancy Services (TCS), in its preliminary draft project report (DPR), has suggested setting up a waste-to-energy plant on 12 hectares of Deonar dumping ground. The Brihanmumbai Municipal Corporation (BMC) is exploring three technologies to be used in this plant for the scientific disposal of garbage.
Following high court directions, the civic body had decided to set up a 2,000 MT capacity waste-to-energy plant.
It had appointed TCS as a consultant.
TCS has proposed the waste-to-energy plant near Baba Nagar and Shastri Nagar slums and away from the creek.
There are heaps of garbage lying on the land which needs to be cleared for setting up the plant. The BMC also needs to get permission from the environment ministry as the land falls in the coastal regulation zone (CRZ) III area, said civic officials.
“Three technologies – bio-methanisation, waste-to-energy mass incineration and segregation and compost – are being considered to be used in the waste-to-energy plant at Deonar. Green technologies are also being considered for the plant. We are holding discussions with the parties concerned and TCS to arrive at the most suitable technology. Twelve companies have responded to our pre-invitation bids in this regard,” said a senior civic official, who did not wish to be named.
The civic administration has admitted that it is unable to process large quantity of waste in the city. Of the 9,310 MT of waste, only 38 per cent is being processed in the city. The BMC is facing difficulties in treating waste scientifically.
The massive fire at Deonar dumping ground early this year has further accentuated the need for scientific processing of garbage at dump sites, said civic officials.
“We have asked TCS to prepare a feasibility report for the project, which includes securing the permissions. Things like how much energy will be produced, how to dispose of ash, debris, sanitary products will also be taken care of. Following this, the tenders will be issued for the project,” said the official.
