It appears the ruling BJP was in a tearing hurry to pass the Karnataka Prevention of Slaughter and Preservation of Cattle Bill 2020

The fracas in the Karnataka Legislative Council may be par for the course in many a legislature, but it did nothing for the reputation of a House of Elders. The physical pushing and shoving of the deputy chairman, who was the presiding officer at the time and the kind of street language members used against each other made this a new low so far as meetings at the majestic Vidhana Soudha building in Bengaluru goes. The issue does run deeper and the incident only further illustrates the naked power grabbing politics gripping places reserved for people’s representatives.

It appears the ruling party BJP was in a tearing hurry to pass the contentious Karnataka Prevention of Slaughter and Preservation of Cattle Bill 2020 and the Congress, afraid of losing the chairmanship and control of the council, was hell bent on stopping the proceedings and the Bill. But the Congress chairman had no right to duck legislative business in adjourning the House on December 10 even as the BJP and JD(S) had no right to forcibly occupy the chair through deputy chairman Dharmegowda to try and pass the Bill.

The Congress’ fear of losing the last vestige of power in Karnataka it had enjoyed in its alliance of convenience with the JD(S) till 2019 may have led it to such subterfuge in blocking legislation the BJP is keen to enact. The cattle protection laws are in keeping with BJP’s pursuit of Hindutva, to enable which it has been seen enticing the JD(S) into its sphere of influence by dangling the carrot of an alliance that may stretch into the next Assembly elections.

The JD(S) is a past master in the art of gravitating towards political power as evidenced in its supremo H.D. Devegowda once becoming Prime Minister of India in a large coalition with a minuscule number of MPs. Its effort to remain relevant in Karnataka politics today is understandable. However, the least expectation is presiding officers of legislatures will meticulously follow the rule book so as not to deny a majority from having its say, such majority always being on the floor of the House.
