The “blueprint for progress” in Gujarat chief minister Narendra Modi’s election manifesto is in stark contrast to the sops of laptops and tablets offered to people by the the Congress in its manifesto. The Congress is adept at making promises without fulfilling them. Mr Modi’s track record, on the other hand, shows that he has been delivering on his promises, making Gujarat India’s “number one” state. The Congress hopes to cash in on the taint of the 2002 Godhra riots. However, a majority of Muslims in the state have made their peace with those unfortunate events and are benefiting from Mr Modi’s programme of inclusive development.
