Too late an action

I wonder why it always takes a tragedy for our government to swing into action. Following the gangrape of a 23-year-old woman in a moving chartered bus in the capital, Delhi chief minister Sheila Dikshit has decided to strengthen the public transport system in the city by doubling the services of state-run buses during night hours. Although the decision will provide relief to many women who have to travel by public transport at night, such preventive measures should have been taken by the government long ago.
